Inter Protocol Info – sort Vaults by open datetime

Description:
Inter Protocol’s analytics page at https://info.inter.trade has a tab for Vaults that show all the open vaults and allows for sorting by any of the column headers.  There is no column for the Date/time that the vault was opened, so it is not easy to see recent activity.  This bounty is to add a datetime column to the user interface (https://github.com/agoric-labs/agoric-inter-dashboard) and allow sorting by it.

Acceptance Criteria:
The webpage at https://info.inter.trade should show a column for a user-friendly, human readable date/time column within the Open Vaults section of the Vaults tab, showing the UTC date/time that the particular vault was opened and allowing clicking on the column name to sort ascending or descending by date/time.
